Position Overview

The Sr. Advisor – Regulatory/Legislative Integration has the overall responsibility for Regulatory and Legislative integration within Customer Service Operations Division (CSOD) ensuring people, processes, and technology are accounted for. As a member of the Resource Planning & Performance team, the Sr. Advisor owns and drives issues, and develops positions on regulatory and legislative matters impacting Operations. This includes responsibility for planning, prioritization and integration of Regulatory filings (including GRC, DR) and data requests, portfolio prioritization for both IT and non-IT project regulatory implementations (e.g. mandates, strategic initiatives, and operational), as well as other support services work requests (dashboards, analytics, training).

Typical Responsibilities:

  • Responsible owner for planning, prioritization, delivery, and integration of Regulatory filings impacting CSOD (including GRC, DR) data requests, regulatory portfolio prioritization for both IT and non-IT project implementations (e.g. mandates, strategic initiatives, and operational), and product/program launches requiring regulatory support.

  • Manage a CSOD 2-year regulatory roadmap that illustrates people, process and/or technology impacts including start dates and other applicable information. This position will be a liaison with CS Business Planning to support annual budgeting, metrics and OU 5-year planning efforts. This position will inform other support functions of the regulatory portfolio impacts (e.g. resource forecasting, project management office, training, knowledge management). Partner with the CSOD Project Governance lead to integrate future applicable regulatory projects into the overall CSOD Project watch list/roadmap.

  • Work across the division with key stakeholders (CSOD, Bus Planning/ CP&S/BCD/Reg/Finance/IT) to develop impact assessments, business cases, requirements, data requests, and positions that may be requested for regulatory programs, projects, or continuous improvement efforts.

  • Manage a monthly Rates Tariffs Design & Implementation (RTDI) meeting bringing stakeholders from across SCE to discuss regulatory strategies and deliverables. This position will also serve as the CSOD Single point of contact for Regulatory Affairs, Law, Government Affairs, BCD, and CP&S to represent CSOD and customers’ best interests on regulatory matters. Notify impacted stakeholders across CSOD of new regulatory projects/ filings (applications, advice letters, legislation, comments, testimony) and upcoming program changes/data requests that impact/may impact them along with impacts.

  • Lead/manage CSOD responses and develop CSOD’s position on regulatory/legislative matters, read through applicable filings sent to CSOD to determine which organizations/projects are impacted and communicate as such, and work with Law, Regulatory or CP&S in the early stages of a filing/decision to develop project scope, engaging applicable stakeholders for guidance/approval as necessary.

  • Act as regulatory consultant to project managers. Submit requests for project management support as needed.

Qualifications

Minimum Qualifications

  • Ten (10) or more years of experience in regulatory, legislative, and/or operations environment.

Desired Qualifications

  • Bachelor Degree or higher in Engineering, Business, or Technical Discipline.

  • Five or more years’ experience in organizational programs, contract management, or function being managed.

  • Five or more years of supervisory or project management experience

  • Project Management Institute Certification

  • LEAN Black Belt

  • Experience with regulatory and legislative matters within a utility or regulated business environment

  • Knowledge of customer service systems and processes—both front and back office operations

  • Experience with analyzing and implementing rates and new program in regulated business settings
