Become a Solicitation & Contracts Advisor at Southern California Edison (SCE) and build a better tomorrow. In this job, you will be responsible for providing services to SCE’s Customer Programs & Services (CP&S) organization. You will be part of a team of subject matter experts responsible for coordinating and managing the processes for competitive solicitations (RFx), providing solicitation procedural guidance, developing, reviewing, and editing of contractual language related to RFx work specifications and Statements of Work (SOWs), writing departmental and organizational policies and procedures (P&Ps), project managing, scheduling, creating purchase order requisitions (PREQs or PRs), change orders (COs), consultant work authorizations (CWAs), and contract close outs. The work requires contracting processes that follow the California Public Utilities Commission (CPUC or Commission) and other regulatory requirements. There are also cross-functional interactions required to develop contracts across California investor-owned utilities (IOUs).

A day in the life - Get ready to think big, work smart and shine bright!

  • Providing solicitation and contract services (e.g., developing Work Specifications, creating contractual terms, and providing guidance on regulatory requirements) to CP&S program managers and division employees.

  • Creating, reviewing, editing, and obtaining finalized approvals for business and contractual documents (i.e., Work Specifications, SOWs, COs, CWAs, P&Ps, etc.) per signatory requirements.

  • Ensuring accuracy and consistency of all solicitation related processes in adherence Edison’s procurement procedures across the CP&S organizational unit (OU).

  • Coordinating and project managing by providing scheduling, and guidance on each step of the solicitation or contracting processes, including competitive solicitations and directed contracts.

  • Serving as a liaison on behalf of CP&S program management between Edison’s procurement/supply management, law, regulatory, information technology (IT), cybersecurity and, when required, the CPUC and/or its Energy Division (ED) staff.

  • Ensuring all contracting requirements are met to provide transparent, fair, and equitable contracting services in compliance with Sarbanes-Oxley Act (SOX), regulatory, CPUC and Edison guidelines.

  • Providing creative solutions for unique solicitations and ad-hoc issues by developing and refining processes, creating new documents and templates, and streamlining existing processes for ongoing process improvement.

  • Communicating effectively internally and externally across OUs working with cross-functional teams on contract requirements, work progression, and status reporting.

  • Manage project workflows, schedules, and managing any issue resolutions.

The essentials

  • Seven or more years of experience in solicitation and/or contract management, including experience in business, technical and creative writing for creating/developing, reviewing, evaluating, and editing of contractual/purchase order (PO) terms, work specifications, SOWS, COs, CWAs, etc.

  • Experience creating (and providing guidance to program management on) definitive SOWs using applicable work specifications, regulatory requirements and proposal documentation.

  • Experience managing a contract and its budget, reporting, tracking, creating invoicing, and submitting invoice billings.

  • Knowledge of contractual processes, documentation and legislative requirements.

  • Three or more years of project management experience with extensive knowledge using Microsoft (MS) tools (i.e., Project, Visio, Excel, Word), and proficiency with procurement systems (i.e., SAP, ARIBA, etc.), and methods to establish, maintain and report budgets, schedules, and status reporting.

  • Ability to clearly and succinctly communicate/articulate contract processes to different audiences.

The preferred

  • Bachelor’s degree or higher in Business, Management, Finance or other related field.

  • Working knowledge of government/regulatory agencies (i.e., CPUC) procedures, standards, and decision processes, and experience reviewing regulatory-related documents.

  • Five or more years of experience in creative and technical writing, and understanding legal writing.

  • Strong problem solving and critical thinking skills, experience researching and diagnosing issues, and ability to evaluate to modify existing processes to meet business and contractual needs.

  • Experience interfacing and/or collaborating with clients, peers, and senior/executive leaders.

  • Ability to achieve results, both individually and working with/through others, by prioritizing activities, managing assignment progress, and holding themselves accountable.

  • Excellent oral and written customer-focused communication skills, with the ability to understand and respond to internal customer needs and create alternative approaches/solutions.

  • Strong negotiation, leadership and interpersonal skills, and experience implementing process improvements to reduce inefficiency and increase quality.

  • This position’s work mode is hybrid . The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.
