Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 15 million residents via SCE’s 5 million customer accounts.

Position Overview

The Regulatory Compliance Advisor will use their in-depth knowledge of regulatory compliance, data management systems, and of specialized substation equipment, processes, and tools in order to generate solutions to multifaceted issues being faced by the changing regulatory landscape. This position acts as a short-to-midterm project manager defining scope/schedule/resource plans and driving projects and program improvements to completion. This position also acts as a program manager, spearheading multiple programs based on complexity. They use a great deal of independent judgement to ensure that the time-critical compliance work is completed on schedule and performed in a manner that demonstrates compliance with internal and external program requirements.

This position must lead teams of multidisciplinary groups and direct junior level employees to perform successfully against project plans and meet internal and external deadlines. They may provide functional direction to these teams and prioritizes their efforts.

Act as key resource to department management, external stake holders, and T&D leadership to analyze and resolve complex issues ensuring RC needs are met in a timely and cost-effective manner.

Typical Responsibilities:

  • Leading multi-functional/multi-OU teams on compliance-driven projects related to compliance tools, program improvement, or the implementation of new compliance requirements.

  • Interacting with outside organizations to meet compliance deadlines and resolve program related issues, escalating compliance risks, and representing SC&M RC on internal and external compliance related teams.

  • Monitoring and reporting on program status and identifying areas of program improvement.

  • Monitoring and tracking SC&M performance/compliance reporting: Mandatory Training, SOX, T&D Critical Action Items (Audits).

  • Steering compliance programs and projects which if poorly executed can result in up to a $1 million-a-day fine per instance.

  • Set the compliance team on the correct course to ensure timely completion of work. Internal program/project issues are within this position’s purview to correct at their discretion. Higher decision-making regarding reporting issues to external regulators or drastically changing the scope of a program will be resolved at the manager level.

Qualifications

Minimum Qualifications

  • 7 years of combined experience with business operations analysis or project/program management.

  • Must have a valid Driver’s License.

Desired Qualifications

  • 2 years of experience leading cross-functional teams.

  • Experience working with applications and data tools within a regulatory environment.

  • 2 years of experience with OCM (Organizational Change Management).

  • Program/Project Management Certification.

  • Bachelor’s degree.

  • Knowledge of compliance requirements in substation environment.
