About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.

Position Overview

The Rural District Manager (DM) will be responsible for all facets of the District’s operations, including service planning, logistics, distribution construction, operations, maintenance and financial. The Rural DM will be responsible for the overall management of the site, to include ensuring EH&S activities/policies are adhered to and required training is completed. In addition, the position will provide leadership to the Field Supervisor and Project Specialist, and also the Field Services, Meter Reading and Business Office functions.

The successful candidate will be accountable for the environmental health and safety of the entire District work location and its employees. The DM is charged with ensuring that budget allocation and operations within the District are optimized, including resource scheduling, material distribution and crew productivity, in an efficient manner and for the overall success in meeting the District’s safety, financial, customer satisfaction and reliability goals.

Typical Responsibilities Include:

  • Providing guidance and leadership to frontline supervisors and bargaining unit employees.

  • Supervising day-to-day operations to ensure work is performed and desired results are obtained.

  • Ensuring the safety of the workforce and establishing a positive work environment.

  • Resolving all customer/public relations issues.

  • Achieving Power Delivery’s strategic vision in the district.

  • Resource planning to identify and allocate district resources in order to effectively accomplish forecasted work, including upcoming projects, capital and O&M maintenance and new business.

  • Implementing changes and interfacing with subordinates, peers, and senior management.

  • Interfacing frequently with external entities and agencies (e.g., contract crews, governmental accounts, etc.).

  • Working with and providing leadership to other Transmission and Distribution organizations as well as SCE Organizational Units within the District to resolve all internal and external customer and community relation issues that may impact the District.

  • Selecting staff and managing employee performance and development by conducting performance planning and reviews, coaching employees, and carrying out disciplinary action when necessary.

  • Developing and implementing suitable performance indicators for the organization.

  • Recommending and/or approving departmental/organizational policies and procedures.

  • Assisting in the development of corporate policies and procedures.

  • Developing business plans, objectives, and initiatives for the organization in alignment with business strategy and customer requirements.

  • Assisting in the development of initiatives for department strategic plans and objectives.

  • Creating and maintaining a safety conscious work environment by leading and influencing others to follow Edison safety protocols and safe work practices.

Qualifications

Minimum Qualifications

  • Must possess a minimum of five years combined experience performing and/or supervising activities related to the design and/or construction and maintenance of the electric distribution system.

Desired Qualifications

  • Bachelor’s Degree in Engineering, Business or related technical discipline; or an equivalent combination of education, training and experience.

  • Demonstrated knowledge of Distribution Construction, Maintenance and Design standards, OSHA regulations, safety work practices and procedures and labor contracts.

  • Demonstrated ability to provide leadership in a constantly changing technical and business environment.

  • Demonstrated experience in resource planning, cost control and distribution accounting, in addition to knowledge of their impact to the regional budgeting process.

  • Demonstrated experience with project management techniques to establish and maintain budgets, develop communication plans, and review and update scope and progress for complex multidisciplinary projects.

  • Demonstrated experience developing and implementing strategic plans, and facilitating forums to capture the requirements of business strategy.

  • Demonstrated experience implementing change in a change resistant environment.

  • Must have excellent oral and written communication skills, and be customer focused, to anticipate, understand and appropriately respond to customer’s needs.

  • Demonstrated experience interfacing and/or collaborating with internal/external clients, governmental agencies, all levels of employees, managers within and across business units, and corporate officers to develop solutions and facilitate cooperation between departments.

  • Demonstrated ability to achieve results through others by prioritizing activities, delegating and monitoring the progress of assignments, and holding employees accountable for results.

  • Demonstrated ability to manage staff by selecting, coaching and developing employees to fill talent gaps.

  • Demonstrated ability to create a positive high performance work environment.

  • Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.
